I am pleased to present an educational platform developed by the Insurance Payments Guarantee Fund with the support of the Agency of the Republic of Kazakhstan for Regulation and Development of the Financial Market and the Association of Financiers of Kazakhstan. This project represents our strategic contribution to ensuring that the insurance market is staffed with highly qualified professionals and to strengthening the financial sustainability of the industry.

We have completed a crucial stage in the development of the country’s human capital: the full cycle of the mandatory minimum training program for actuaries is now available on the skills.enbek.kz platform. The program consists of six specialized courses covering all key areas - from interest rate theory and annuity modeling to the implementation of IFRS 17 and risk-based supervision.

The courses have been developed in line with both national requirements and international standards. The learning process is designed to provide the highest level of convenience:

• Flexible format: Online learning allows participants to study at any time and from anywhere in the world without interrupting their professional activities.
• Practical focus: Each module includes a theoretical foundation, practical assignments, and analysis of real market case studies.
• Official recognition: Upon completion of each course, participants receive a personalized certificate recognized as part of the mandatory training program.
• Accessibility: The first course of the program is offered free of charge.

We are confident that this platform will become a reliable guide into the actuarial profession and will help learners master advanced methods of financial analysis. The program will be useful for everyone - from students and early-career professionals to executives of insurance organizations, for whom completion of the training will become an important qualification requirement starting in 2025.
