Madina Abylkassymova has begun her career at the Agency of the Republic of Kazakhstan for Strategic Planning as a chief specialist in 1999.
From 2003 to 2004, she worked as the Head of the strategic planning department of the Ministry of Economy and Budget Planning of the Republic of Kazakhstan.
Between 2004 and 2006 held the position of Director of the Department for Analysis of Public Policy of the Center for Marketing and Analytical Research.
From 2006 to 2008 worked as Deputy Head of the Social and Economic Department of the Office of the Prime Minister of the Republic of Kazakhstan.
From 2008 to 2011 held the position of Deputy Head of the Center for Strategic Research and Analysis of the Administration of the President of the Republic of Kazakhstan.
Between 2011 and 2018 held the posts of Vice-Minister of Economic Development and trade of the Republic of Kazakhstan, Vice-Minister of Economy and Budget Planning of the Republic of Kazakhstan, Vice-Minister of National Economy of the Republic of Kazakhstan.
In 2018 was appointed asa Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan From March to December 2019 served as Deputy Governor of the National Bank of Kazakhstan.
By decree of the President of the Republic of Kazakhstan No. 217 dated December 18, 2019 Madina Abylkassymova was appointed the Chairperson of the Agency of the Republic of Kazakhstan for regulation and development of the financial market.
She was awarded the anniversary medals «10 years of Astana» (2008), «20 years of Kazakhstan’s independence» (2011), medals «Eren ebegi Ushin» (2012), «For contribution to the creation of the Eurasian Economic Union» II degree (2015).

She began her career in 1995 as a leading consultant at the Office for constitutional and socio-cultural legislation of the Main Department of Legislation of the Ministry of Justice of the Republic of Kazakhstan.
She began her activities on the securities market in 2000 as the chief specialist of the Division of Legal Support for Securities Market Regulation and Pension Savings Funds of the Legal Department of the National Bank of Kazakhstan.
In 2006 – 2008 worked as Deputy Director of the Department for Supervision of Securities Market and Accumulative Pension Funds of the Agency of the Republic of Kazakhstan for Regulation and Supervision of the Financial Market and Financial Organizations. In May 2008, she was appointed as a Director of the Department, where she worked until 2011.
In 2011 Ms. Khajiyeva assumed a position of the Vice-Chairman of the Committee for Control and Supervision of the Financial Market and Financial Organizations of the National Bank of Kazakhstan. Since 2014, she held the position of the Director of the Department for Supervision of Securities Market Entities of the National Bank of Kazakhstan. In 2016 she headed the Department of the Securities Market. In 2017, she left for the position of Vice-Chairman of the Management Board of the Unified Securities Registrar, which she headed in a year.
Over the years, she was a member of the Board of Directors of Kazkommerts Securities, the Central Securities Depository, the Unified Registrar of Securities, the Insurance Payments Guarantee Fund, and the Kazakhstan Stock Exchange.
In May 2019, Mariya Khajiyeva was appointed as First Vice-Chairman of the Council of the Association of Financiers of Kazakhstan.
By order of the President of the Republic of Kazakhstan dated December 26, 2019, Mariya Khajieva was appointed as a Vice-Chairman of the Agency of the Republic of Kazakhstan for Regulation and Development of the Financial Market.

Амирбаева А.М. начала трудовую деятельность в Национальном Банке

период с 2004 года по 2013 год занимала различные должности, начиная от
ведущего экономиста до начальника актуарного отдела в Агентстве Республики
Казахстан по регулированию и надзору финансового рынка и финансовых
организаций. С 2013 года по 2022 год работала заместителем директора
надзорного подразделения Национального Банка Республики Казахстан и
Агентства Республики Казахстан по регулированию и развитию финансового
рынка. В октябре 2022 года назначена Директором Департамента страхового
рынка и актуарных расчетов Агентства Республики Казахстан по регулированию и
развитию финансового рынка. Является представителем Агентства Республики
Казахстан по регулированию и развитию финансового рынка в совете Директоров
АО «Фонд гарантирования страховых выплат».

Dr. Saheruddin is the Director of Research Group of the Indonesia Deposit Insurance Corporation
(IDIC) / Lembaga Penjamin Simpanan (LPS). He holds a Bachelor of Economics (majoring in
Finance, 2006) and a Master of Management Science (majoring in Banking and Finance, 2009)
from the University of Indonesia. In 2017, he earns a Ph.D. degree majoring in Banking and
Finance, from the Darla Moore School of Business, University of South Carolina, USA.
As a Research Director, Dr. Saheruddin is responsible to direct and manage the IDIC’s research
group to produce high-quality research in banking, deposit insurance, bank resolution, and
financial system stability. He has published research articles in well-respected international journals,
including Research in International Business and Finance, Eurasian Economic Review,
International Journal of Economics & Management, Quarterly Review of Economics and Finance,
as well as national journal such as Jurnal Keuangan dan Perbankan. His research articles have also
been presented at several prestigious research conferences, including the Financial Intermediation
Research Society (FIRS) annual conference, Southern Finance Association (SFA) annual
conference, Financial Management Association (FMA) annual conference, and others. He has
been actively involved in the IADI (International Association of Deposit Insurers) research
activities and has recently contributed as one of the technical committee members for the
“Evaluation of Differential Premium Systems for Deposit Insurance” IADI Research Paper (2020).
He has received several awards including the Best Paper at The 5th Indonesian Finance Association
(IFA) International Conference (2019), the Best Master Thesis in Finance from University of
Indonesia (2010), Best Paper at The 5th International Conference on Business and Management
Research (ICBMR)—a joint academic conference of ABEST 21 and University of Indonesia (2010),
and Emerging Scholar Award at the 3rd Annual Community Banking Research and Policy
Conference—CSBS and Federal Reserve Bank of St. Louis (2015). Besides his research activities,

Advisor to the Board of Management of Protektor Lebensversicherungs-AG, Berlin/Germany (The German Life Insurance Guarantee Scheme) Jörg Westphal (born in 1961) first completed a bank clerk training and in 1986 qualified as a commercial graduate in Berlin and Kiel. He started his career in the auditing department of KPMG in Hamburg. In 1997 he passed the Certified Tax Consultant and the Certified Public Accountant examinations. From 1997 he was Authorised Signatory in the KPMG auditing department where he was responsible in particular for the management of the sections of primary insurance and reinsurance. In 2000 Westphal joined BDO in Hamburg as a partner and chaired the sections of insurance and statutary insurance in the northern part of Germany. His area of responsibility included primary insurance, insurance brokers and substitute and company health insurance funds. On 20 October 2003 he was appointed as member of the Board of Management and on 1 October 2005 as Chairman of the Board of Management of Protektor Lebensversicherungs-AG, the Life Insurance Guarantee Scheme in Germany. At the end of April 2023, he retired and acts as an advisor to the management at the moment.

Hermes Sheng-zhang Yang is a deputy manager of Business Department in Taiwan Insurance Guaranty Fund (TIGF). He participated in receivership tasks for insolvent insurance companies and early warning system working group. He is also a member of investment team assisting establishing ETF investing strategies for TIGF. Hermes oversees macroeconomic risks and conducts researches on systemic risks and the effects on insurance companies. In IFIGS conferences, Hermes shared insurance guarantee scheme experiences of Taiwan as a speaker. Before joining TIGF, Hermes was an economist in equity and fixed income departments of securities companies and conducted researches on global and local politics, economies and financial industries. He was also the author of book Survival Rules in Financial Jungles (in Traditional Chinese) and lecturer in some CFA, CFP, and FRM programs. His articles were published in newspapers in Taiwan. Hermes graduated from National Taiwan University with an MA in Economics and a BBA in Finance. His academic papers were published in Public Choice (in English) and Taiwan Economic Review (in Traditional Chinese).

Jerry Hsu is a Senior Research Fellow at the Taiwan Insurance Guaranty Fund (TIGF). He has over 30 years of experience in the financial industry, with a focus on receivership, insurance, and banking. Jerry began his career in banking at Citibank N.A. Taipei Branch in 1990, where he held various positions in risk management and strategy. Later, he then joined Fubon Commercial Bank, where he was responsible for individual banking and credit risk management. He also joined Ta Chong Commercial Bank as Chief Credit Officer of Consumer Banking Credit Department. Jerry also has extensive experience in the insurance industry, having joined AIG in 2004 in various positions including product management and sales. During this period, he worked as a business manager and representative at the Taiwan branch of United Guarantee Mortgage Indemnity Corporation (UG) - AIG. He then served as Vice President of PCM for the AIU. Later, he was also responsible for the development of credit insurance business at Fubon Insurance. In 2009, Jerry joined TIFG as a member of the Receivership Investment Task Force. He has since been involved in several receivership cases, including Kuo Hua Life Insurance, Singfor Life Insurance, Global Life Insurance, and Sunny Life Insurance. In his role at TIFG, Jerry has played a key role in managing the real estate and loan assets of failed insurers and ensuring that policyholders are compensated. Jerry graduated from National Sun Yat-Sen University with a MBA degree and Tamkang University with a Bachelor of Civil Engineering. He is also a recipient of the 2020 Excellent Financial Staff Award of The Financial Supervisory Commission (FSC). Jerry is a highly skilled and experienced professional with a proven track record of success in the financial industry. He is a valuable asset to TIFG and the financial industry as a whole.

Appointed to this role in January 2022, Lee Yee Ming is responsible for the overall digital transformation initiative for PIDM. Her roles include setting up the Digital Transformation Department, leading and setting up initiatives in process reengineering, technology, capability and culture that would strengthen the Corporation’s digital foundation and enhance process efficiency to maintain the Corporation’s positioning in sync with the evolving financial and regulatory industry. Other than Information Technology, Cybersecurity and Training & Capability functions, she also oversees the data collection, assessment, planning, liquidation and reimbursement of protected benefits and insured deposits of PIDM’s member institutions. Yee Ming joined PIDM in 2007 as Chief Risk Officer. She was subsequently appointed as General Manager, Policy and International Division in 2011, and appointed as Senior General Manager, Resolution Planning Unit in December 2016. From January 2018 till Dec 2021, as Senior General Manager of Risk Assessment Resolution Division, she was responsible for the integration and implementation of the end-to-end spectrum of risk assessment and monitoring, early intervention, resolution planning, resolution execution, reimbursement of protected benefits and insured deposits, and the premium and levy collection functions at PIDM. Yee Ming was one of the founding members and an elected EXCO member of the International Forum of Insurance Guarantee Schemes (IFIGS) from 2013 – 2015. She has also served as an elected EXCO member of the International Association of Deposit Insurers (IADI) for two terms from 2011-2017.

Mr. Lin has been the Chairman of Taiwan Insurance Guaranty Fund (TIGF) since October 2021. Before taking the position at TIGF, he served in the Central Deposit Insurance Corporation (CDIC) as Chairman (September 2018 to September 2021) and President (September 2013 to September 2018). Prior to joining the CDIC, Mr. Lin had a long career in the Central Bank of Republic of China (CBC) since 1981. Mr. Lin had an abundant experience in financial examination and supervision at the CBC from the grassroots level, and served as the Assistant Director General of the Department of Financial Inspection and the Advisor of the CBC. Mr. Lin combines an extensive scholarship with deep experience in financial regulation. Mart Jesse (49) has been working since 2001 as the CEO of the Estonian Motor Insurance Bureau and

Manuela Zweimueller joined the IAIS Secretariat on 1 January 2020. She is the Head of Implementation and a member of the Senior Management Team. Most recently, she was the IAIS’ Head of Supervisory Practices where she led the organisation’s efforts in supervisory practices, infrastructure investments, LIBOR and Covid-19 measures. In addition, she is responsible for the implementation and assessment of supervisory materials, in particular, those relating to ComFrame and the Holistic Framework for mitigating systemic risk, which are key focus areas under the IAIS 2020-2024 Strategic Plan.
Manuela has a breadth of experience in insurance, pension and consumer protection policy development as well as insurance supervision. Prior to joining the IAIS, she was Head of the Policy Department at the European Insurance and Occupational Pensions Authority (EIOPA). She also worked for more than 15 years in the (re)insurance industry and held various senior leadership roles, overseeing areas such as enterprise and emerging risk management, corporate governance and innovative technologies, including green technology, sustainable finance, disaster scenarios, protection gap, cyber risk, terrorism exposure and money laundering.
Manuela holds a Ph.D. in Biochemistry from the University of Munich, Germany. In addition, she holds a certificate in Business Administration and Operational Management from the University of Hagen, Germany.

Mr Low Kwok Mun is the Chief Executive Officer of Singapore Deposit
Insurance Corporation Limited. Mr Low joined the Monetary Authority of
Singapore (MAS) in 1986. Prior to his secondment to the Singapore
Deposit Insurance Corporation Limited in April 2019, Mr Low was the
Assistant Managing Director of the Finance, Risk and Currency Group of
the MAS. His previous appointments at MAS include Head of the Complex
Institutions Department, Head of the Insurance Supervision Department,
Head of the Prudential Policy Department and Head of the Monetary
Management Division. He also headed MAS’ corporate planning and
communications division. Mr Low was attached to the International
Monetary Fund for two years as the Alternate Executive Director for

In 1987 he graduated the Faculty of Physics of Karaganda State
University. He began his career as a teacher of physics and higher
mathematics at the Pavlodar Pedagogical Institute.
From 1988 to 2000 he worked in the scientific field. He began his
career as a researcher, then as a senior researcher, scientific
secretary at the Institute of Nuclear Physics of the National Nuclear
Center of the Republic of Kazakhstan. Most of the work was carried out
at nuclear reactors. In 1997 he successfully defended the thesis and
was awarded the Candidate of Physical and Mathematical Sciences degree
(Ph.D). He has more than 20 scientific articles in foreign journals.
In 2000 he graduated Karaganda University of Economics with a
specialization in International Economics. Since 2000, he moved to the
financial sector. From 2000 to 2011, he worked as a specialist, chief
specialist, department head, department director, deputy chairman of
the board in the “Halyk-Kazakhinstrakh Insurance Company”.
From 2011 to 2017, he was the head of the actuarial center, first at
the State Accumulative Pension Fund Pension Fund, then at the Unified
Accumulative Pension Fund. He developed actuarial models for the
development of the pension system in Kazakhstan together with the
British Institute and the Faculty of Actuaries. Based on the
parameters of the model were made amendments to the Pension Provision
Law.
From 2018 to 2020, he headed the department of actuarial calculations
of the State Social Insurance Fund. The Law on Social Security of the
Republic of Kazakhstan was amended based on his actuarial
calculations.
From 2020 to 2022, he headed the actuarial division of the state
Compulsory Medical Insurance Fund. He developed a demographic model in
the context of the regions of the Republic of Kazakhstan to calculate
medical costs. An actuarial model was also developed to predict the
development of health insurance in the context of 26 medical services,
including state compulsory free medical care and high-tech
diagnostics. A long-term State program for the development of
healthcare in the Republic of Kazakhstan was adopted on the basis of
actuarial calculations.
Nowadays, he is working as the risk manager in the Insurance Payments
Guarantee Fund. He developed a stochastic model for assessing the risk
of insufficient reserves to guarantee insurance payments.
