Madina Abylkassymova has begun her career at the Agency of the Republic of Kazakhstan for Strategic Planning as a chief specialist in 1999.
From 2003 to 2004, she worked as the Head of the strategic planning department of the Ministry of Economy and Budget Planning of the Republic of Kazakhstan.
Between 2004 and 2006 held the position of Director of the Department for Analysis of Public Policy of the Center for Marketing and Analytical Research.
From 2006 to 2008 worked as Deputy Head of the Social and Economic Department of the Office of the Prime Minister of the Republic of Kazakhstan.
From 2008 to 2011 held the position of Deputy Head of the Center for Strategic Research and Analysis of the Administration of the President of the Republic of Kazakhstan.
Between 2011 and 2018 held the posts of Vice-Minister of Economic Development and trade of the Republic of Kazakhstan, Vice-Minister of Economy and Budget Planning of the Republic of Kazakhstan, Vice-Minister of National Economy of the Republic of Kazakhstan.
In 2018 was appointed asa Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan From March to December 2019 served as Deputy Governor of the National Bank of Kazakhstan.
By decree of the President of the Republic of Kazakhstan No. 217 dated December 18, 2019 Madina Abylkassymova was appointed the Chairperson of the Agency of the Republic of Kazakhstan for regulation and development of the financial market.
She was awarded the anniversary medals «10 years of Astana» (2008), «20 years of Kazakhstan’s independence» (2011), medals «Eren ebegi Ushin» (2012), «For contribution to the creation of the Eurasian Economic Union» II degree (2015).

She began her career in 1995 as a leading consultant at the Office for constitutional and socio-cultural legislation of the Main Department of Legislation of the Ministry of Justice of the Republic of Kazakhstan.
She began her activities on the securities market in 2000 as the chief specialist of the Division of Legal Support for Securities Market Regulation and Pension Savings Funds of the Legal Department of the National Bank of Kazakhstan.
In 2006 – 2008 worked as Deputy Director of the Department for Supervision of Securities Market and Accumulative Pension Funds of the Agency of the Republic of Kazakhstan for Regulation and Supervision of the Financial Market and Financial Organizations. In May 2008, she was appointed as a Director of the Department, where she worked until 2011.
In 2011 Ms. Khajiyeva assumed a position of the Vice-Chairman of the Committee for Control and Supervision of the Financial Market and Financial Organizations of the National Bank of Kazakhstan. Since 2014, she held the position of the Director of the Department for Supervision of Securities Market Entities of the National Bank of Kazakhstan. In 2016 she headed the Department of the Securities Market. In 2017, she left for the position of Vice-Chairman of the Management Board of the Unified Securities Registrar, which she headed in a year.
Over the years, she was a member of the Board of Directors of Kazkommerts Securities, the Central Securities Depository, the Unified Registrar of Securities, the Insurance Payments Guarantee Fund, and the Kazakhstan Stock Exchange.
In May 2019, Mariya Khajiyeva was appointed as First Vice-Chairman of the Council of the Association of Financiers of Kazakhstan.
By order of the President of the Republic of Kazakhstan dated December 26, 2019, Mariya Khajieva was appointed as a Vice-Chairman of the Agency of the Republic of Kazakhstan for Regulation and Development of the Financial Market.

With over 20 years of experience in the financial sector, she has held senior leadership positions at JSC “Kazkommertsbank,” JSC “Moskommertsbank,” and JSC “Kazpost.”
Since 2021, she has been leading JSC “State Credit Bureau,” whose core activities include:
- Performing key functions in the insurance sector, such as maintaining a centralized electronic database of insurance contracts, automating premium calculations, and generating insurance reports and analytics. The organization actively promotes the digitalization and transparency of the insurance market.
- Creating and managing credit histories, providing credit reports, and offering credit scoring services.

My personal expertise comprises insurance, reinsurance and pensions. I have worked, advice and published extensively in the areas of pension, risk-based supervision, reinsurance, insurance and pension sector development, disaster risk financing, inclusive insurance, agriculture insurance and risk management, solvency analysis, stress testing, insurance companies and pension fund valuations and acquisition, restructuring and cost reduction. I have also worked in consumer protection in insurance and pensions. Since January 2014 I co-founded Wehrhahn&Wehrhahn Consulting LLC, a firm based in Florida USA consulting in the financial sector: insurance, reinsurance, pensions, banking and securities. The firm has global reach in advising on reinsurance programs, disaster risk insurance and disaster risk financing, risk-based supervision, stress testing, ORSA, sales, marketing, valuation of insurance companies and pension funds, access to financial services micro-insurance, micro-pensions and IT. Afiza Abdullah is the Executive Vice President responsible for the overall management of PIDM’s member institutions’ resolution plans as well as the functions related to various aspects of PIDM’s intervention and resolution, crisis management, macro surveillance and policy. She also oversees the assessment, planning, liquidation, and undertaking of timely and effective reimbursement of protected benefits and insured deposits of PIDM’s member institutions. Afiza joined PIDM in 2011 as Deputy General Manager, Policy and International Division and was subsequently appointed as General Manager, Policy and International Division in 2016. With her vast experience in policy making on matters relating to deposit insurance, insurance guarantee schemes and resolution, Afiza is active in various discussions at the international fora and a well sought after speaker, in addition to her current responsibilities at PIDM. She is currently the Vice Chairperson of the Asia Pacific Regional Committee (APRC) of the International Association of Deposit Insurers (IADI) and had just completed her Chairmanship of the IADI Resolution Working Group that established the Resolution Technical Committee at IADI. She has also previously served as the Chair of the International Forum of Insurance Guarantee Schemes (IFIGS) in 2022 and the Vice Chair of IFIGS in 2023. Prior to joining PIDM, Afiza had over 9 years of extensive regulatory experience with Bank Negara Malaysia, and had been involved in, among others, prudential policy formulation for insurance and banking sectors, and the modernisation of the Central Bank Act 2009 as well as the regulatory laws. She was a core team member in the development of the Bank Negara Malaysia Financial Blueprint. She began her career in an audit firm in London, United Kingdom and joined a local investment bank upon her return to Malaysia, before joining Bank Negara Malaysia.

Hugo Slevin currently works as the Head of Function, Policy & Implementation in the Resolution and Crisis Management Division at the Central Bank of Ireland. As part of his remit Hugo has direct oversight of the Irish Insurance Guarantee Scheme, being involved in overseeing payment to policyholders and the setting & repayment of the annual levy from the insurance industry. Hugo is also heavily involved in the preparation work for establishing the National Resolution Authority within the Central Bank of Ireland, as required under the European Union Insurance and Recovery Directive. This is due to come into force in January 2027.
Outside of insurance, Hugo has extensive experience in banking resolution managing teams involved in the preparation of resolution plans and the enactment of resolution/liquidation strategies. Hugo also leads the team that is directly involved in the management of the Deposit Guarantee Scheme in Ireland. Prior to joining the Central Bank of Ireland, Hugo worked in transaction advisory services and financial services consultancy at a number of global accounting practises, to include EY, Crowe Ireland and Deloitte.
Hugo is a Fellow of Chartered Accountants Ireland, holding a Degree in Accounting from TUS. He also holds a Masters of Business Administration (MBA) from Trinity College Dublin.

Jarl Kure recently joined Danish Financial Supervisory Authority as Special Advisor to senior management on European and international affairs.
Before that Jarl was Head of Oversight in Frankfurt based EIOPA, responsible for EIOPA’s work with supervisory colleges, equivalence assessments towards non-EU countries, assessing quality of EU supervisors, and coordinating various cooperation platforms. The latter with supervisory cooperation platforms also for failing insurers with cross border activities. In EIOPA Jarl also previously worked on implementation of Solvency II and on coordination and design of Solvency II stress tests.
Jarl has also joined the ECB banking supervisory arm on working with financial conglomerates.
Prior to this Jarl has several years of experience in working in bank and insurance supervision in Danish Financial Supervisory Authority. Jarl also has been advisor in IMF doing technical assistance in Trinidad & Tobago.
Jarl has a background with a Master in Economics from University of Copenhagen.

Karel Van Hulle lectures as emeritus professor at the Economics and Business Faculty of the KU Leuven. He is emeritus professor of the Goethe University in Frankfurt and Fellow at the International Centre of Insurance Regulation.
He is Chairman of the Conflicts of Interest Oversight Committee of the European Money Markets Institute and is a member of the Board of the Bermuda Monetary Authority. He served as a member of the Public Interest Oversight Board from March 2016 until April 2021.
He started his professional career with the Belgian Banking Commission (1976-1984) where he was responsible for the Secretariat of the newly created Belgian accounting standards commission.
He joined the European Commission in 1984. After taking up responsibility for accounting standards, financial reporting, auditing and company law, including corporate governance, he became head of insurance and pensions in 2004, a position that he held until his retirement in March 2013. As head of insurance and pensions he was in particular responsible for the development of Solvency II and represented the EC within EIOPA and within the technical committee of the IAIS.
Van Hulle is a lawyer by training. He studied law at the KU Leuven and at the Marquette University Law School in Milwaukee. (USA)
Professor Van Hulle was nominated Distinguished International Lecturer in Accounting by the American Accounting Association in 1990, Distinguished Fellow of the IAIS in 2013 and Honorary Fellow of the UK Institute and Faculty of Actuaries in 2014.
In 2019, he summarised his experience with the development of Solvency II in a book “Solvency Requirements for EU Insurers. Solvency II is good for you”, Intersentia, Cambridge, Antwerp, Chicago, ISBN 978-1-78068-177-1, 727 p.

Lambert Ex-ignotis is the Vice President, Resolution Analysis at Assuris. He is responsible for analyzing industry-wide and company-specific scenarios that could cause a member company to fail, and coordinating with regulatory authorities during the intervention process. He is also responsible for developing relationships with member companies to prepare resolution planning and understand potential funding obligations, with an emphasis on large or complex member companies. Mr. Ex-ignotis is actively involved with monitoring international and domestic developments, identifying opportunities to advance Assuris views on life insurance resolution framework issues.
Mr. Ex-ignotis joined Assuris in 2023, bringing with him extensive experience in corporate development and mergers and acquisitions (M&A) across various industries, including life and health insurance. He has worked on both the advisory side, including roles in M&A investment banking, deal advisory and management consulting, and on the corporate side as Director of Corporate Development at a Canadian life and health insurer.
He holds a dual engineering degree from the Université de Technologie de Compiègne in France and Cranfield University in the UK, as well as a Master of Finance from ESCP Business School in Paris, France.

Petar Rajic is an Advisor in the Resolution branch of the Australian Prudential Regulation Authority (APRA), Australia’s regulator of banks, insurers and superannuation (pension) funds. APRA’s primary functions are prudential supervision of regulated entities, policy, and resolution.
Petar’s current focuses include resolution planning for insurers and banks, identifying critical functions in insurance, and enhancing APRA’s depositor and policyholder protection schemes.
Prior to joining APRA in 2020, Petar held roles in the private sector and at Japanese government agencies in Sydney.
Petar holds Bachelors degrees in Asian Studies (Japanese) and Economics from the Australian National University, and a Master of International Business and Law from the University of Sydney. Petar has also studied abroad at Japan’s Yokohama National University and Hitotsubashi University, and is a fluent Japanese speaker.

Hermes Sheng-zhang Yang is a deputy manager of Business Department in Taiwan Insurance Guaranty Fund (TIGF). He participated in receivership tasks for insolvent insurance companies and early warning system working group. He is also a member of investment team assisting establishing ETF investing strategies for TIGF. Hermes oversees macroeconomic risks and conducts researches on systemic risks and the effects on insurance companies. In IFIGS conferences, Hermes shared insurance guarantee scheme experiences of Taiwan as a speaker. Before joining TIGF, Hermes was an economist in equity and fixed income departments of securities companies and conducted researches on global and local politics, economies and financial industries. He was also the author of book Survival Rules in Financial Jungles (in Traditional Chinese) and lecturer in some CFA, CFP, and FRM programs. His articles were published in newspapers in Taiwan. Hermes graduated from National Taiwan University with an MA in Economics and a BBA in Finance. He graduated with honors in 1992 in Statistical and Actuarial Sciences from the University of Rome "La Sapienza." He has been a registered member of the Italian National Council of Actuaries (“Ordine degli Attuari”) since 1993 and became a Fellow of the Institute of Actuaries in the United Kingdom in 1997.
Since June 2001, he has been working at ANIA, where he currently serves as Chief Financial Officer responsible for the Planning and Control Department, the Insurance Financial Corporate Reporting Department, and the Actuarial and Statistical Department.
His main responsibilities include:
• Monitoring the international and national development of IFRS 17 and IFRS 9 standards and related consultations, impacting individual and consolidated financial statements;
• Preparing the financial statements and the annual budget for ANIA and its associated companies;
• Performing management control activities and monthly expense monitoring;
• Developing statistical and actuarial studies in both Non-Life and Life insurance sectors to provide insurance companies with updated technical and commercial benchmarks;
• Collaborating with other ANIA departments on European and international projects (e.g., Solvency II, IFRS);
• Acting as managing director, editor, and publisher of the Association’s Yearbook;
• Contributing to the drafting of numerous short-term publications issued by the Association (ANIA Trends, Italian Insurance, institutional brochure).
Immediately after graduating, he worked as a consultant (from 1993 to 1999) as a Non-Life actuary at Tillinghast-Towers Perrin (now Willis Towers Watson), in both the London and Milan offices. During these years, he developed extensive experience in the Non-Life insurance sector, particularly in the Italian Motor market, having assisted several companies—representing over 40% of the market in terms of premiums—in setting Motor TPL and Other Motor Risks tariffs. He also participated in numerous international projects in countries such as France, Brazil, the United States, Ireland, and Germany, where he spent varying periods ranging from two weeks to six months.
In 1999, he joined Swiss Reinsurance Company in Zurich as a Member of Management. As part of a team of actuaries, he was responsible for the control and analysis of claims reserves across the company’s global operations, both at the local and group level, in compliance with US GAAP accounting standards. He was specifically assigned to oversee and monitor claims reserves in the United Kingdom, Italy, the United States, Canada, and South Africa.
Over the past 20 years, he has been repeatedly engaged as a temporary consultant by the World Bank to support several countries in the implementation or improvement of their mandatory Motor Third Party Liability (MTPL) insurance systems. These assignments included technical assistance projects in Serbia, Albania, Kosovo, Egypt, Ethiopia, Cambodia, Jordan, and Kenya.
He has taught at “Luiss – Guido Carli” University in Rome and at the University of Rome “La Sapienza” in the course of Insurance Economics and Finance. He has also been a speaker at numerous courses and seminars on insurance, risk management, statistics, and probability, and served as a lecturer at Cineas (Politecnico di Milano) in the Master's program in Insurance Engineering.

Stephanie is passionate about consumer protection and ensuring that Assuris is ready for the resolution of any member company. She is responsible for ensuring Assuris is ready for the resolution of any member company, leading a team of experts dedicated to identifying solvency risk, preparing for resolution and raising consumer awareness of Canadian policyholder protection.
Since joining Assuris in 2011, Stephanie has been actively involved with the Office of the Superintendent of Financial Institutions (OSFI) and l’Autorité des marches financiers (AMF) in ensuring a strong regulatory framework with a focus on early risk identification and readiness for life insurance insolvency issues. She also led Assuris’ internal and external response to the financial reporting changes under IFRS 17.
Prior to joining Assuris, Stephanie spent 15 years in the life insurance industry. She began her career in consulting with Tillinghast-Towers Perrin (now Willis Towers Watson). Stephanie was involved in the demutualization of two of the four major mutual life insurance companies in Canada and several international assignments in the United States and Europe. She later joined Great-West Life Assurance Company (now Canada Life), where she was exposed to the risk and capital management functions of a large multinational life insurance company.
Stephanie graduated from Western University in London, Canada, with a Bachelor of Science. She is a fellow of the Society of Actuaries and the Canadian Institute of Actuaries.

Hervé has held the positions of Director, Senior Consultant and Senior Manager in several international actuarial consulting firms: Milliman (Director of the Reinsurance Division), Towers Watson and Ernst & Young. He has also held the position of Actuarial Manager for a non-life mutual insurance company and worked for more than 5 years in the Group Actuarial Department of Groupama.
Hervé teaches reinsurance in the Master 2 Actuarial Science and Mathematical Engineering for Insurance and Finance at the University of Rouen (France) and in the Master Actuarial Science of ENSEA in Abidjan (Ivory Coast).
He was the appointed actuary for several Luxembourg captives. He is also a consultant for international institutions (World Bank, Asian Development Bank).
